I still think that #ubuntu-motu is a good place to start. Once the
IntroDeveloperDocs are done we will have a good document that people
can use to learn packaging. I think we also need to look at setting up
a page that lists "easy" todo tasks. So when the developer has read
the document and wants to sink his/her teeth into some real work, they
have a good place to start. Perhaps even assigning low priority bugs
to them would be a good start?
