making the panel launcher opening the preferred apps by default?

Hi,

We got a feature request about making the launcher using the preferred
app setting:

We could make a piece of code getting the gconf key to start the
preferred application but it's not easy to migrate current configuration
since the panel config is an user setting. Upgrades would continue to
use the current default launchers, new installation get the new
settings. 

Do you think that's a good idea. Do we want to keep it consistent
between upgrades/new installations? Any opinion on how to do these
changes ?
