Jo, es wurde aber nach command-not-found gefragt. Das ist das hier:

Unfug! Wäre es so, würde das jeweils endlos dauern (gefühlt).

Und wieder Unsinn: weder apt-cache noch command-not-found brauchen eine
bestehende Internetverbindung.

Nunja, diese seltsame Debian-Policy sorgt eigentlich nur dafür, daß es
in Debian zig Handbuchseiten gibt, in denen steht, daß es keine
Handbuchseite gibt...
