UCY Library mirror

Hi,

Now we should push forward to make it an official mirror site for the
distros which are going to be hosted.
Such as Ubuntu, CentOS, Fedora, Mint, Debian, etc.
Maybe with the joint effort of CS IT Support group and from Ubuntu-cy.
