Converting the Ubuntu Wiki to MediaWiki

Hello,

I'd like to pick up the discussion for and finish off the planned
migration of the Ubuntu Wiki from MoinMoin to MediaWiki. The last time
we discussed this was two years ago, and while we have mitigated some of
the spam problems, the wiki is still problematic and should be migrated
to something more modern.

Some people have suggested that we use the discourse.ubuntu.com site and
just make editable posts there instead; I disagree with this approach.
After working in several teams, all of which use the wiki in unique
ways, a dedicated wiki site is useful for static content that doesn't
need any sort of discussion (like documentation for procedures, etc.) so
while I would agree that discourse.ubuntu.com has its place, I think we
still need to migrate off of MoinMoin to MediaWiki.

If everyone is still in agreement that this is the way to go (like we
were two years ago), here are the next steps:
 1. Get a dump of the current wiki and a list of all currently-used
plugins from Canonical IS so migration scripts can be tested.
 2. Set up a proof-of-concept MediaWiki instance with the wiki dump and
plugin equivalents.
 3. Have a discussion with Canonical IS about setting up a MediaWiki
instance, and using the processes developed in the first two steps,
document a clear procedure for migrating the existing wiki.
 4. Point the new wiki at wiki.ubuntu.com and keep the old wiki up at
oldwiki.ubuntu.com for some time to ensure that the migration went
smoothly for all the pages. If it didn't go smoothly for some pages,
they can manually migrate over.

I'm carbon-copying Jorge Castro who drove this two years ago. I'm
curious to see what progress he made, if he remembers.
