IRC Council voting, list of candidates

Hello folks (and peers, I suppose :-)

We have sent out a call for nominations on Feb 28th 2017 [1], opening
the nominations period for IRC Council; end of nominations was set as
March 28th 2017.

We have two opening positions, given elky and flannel are ending their
terms.

At the close of March 28th, we have 3 nominations:

1. elky, Melissa Drapper, https://wiki.ubuntu.com/MelissaDraper
2. Flannel, Neal Bussett, https://wiki.ubuntu.com/NealBussett 
3. na3il, Naeil Zoueidi, https://wiki.ubuntu.com/nzoueidi

All three are Ubuntu members.

We intend to start the poll as soon as possible.

Any issues on the list?

Please make sure you copy me in the answer -- it seems Google has been
unhappy with some of the Canonical emailers.
