What is the purpose (other than UOS) of the etherpad.ubuntu.com instance? Can I use it?

I couldn't find any documentation surrounding the etherpad instance at
etherpad.ubuntu.com. I know it's used for UOS sessions.  I can log on to
that page and it lets me create public pads and teams. Are we (defined as
people that it lets in, I guess) allowed to use those features or are they
reserved exclusively for UOS?
