Even if they aren't interacting with project volunteers, they are
working on Ubuntu (not one of thousands of upstream projects with
different workflows and goals) and must be interacting with colleagues
at Canonical on their Ubuntu work. While internal Canonical isn't the
volunteer/broader community, it should be acknowledged as one of our
Ubuntu communities. I thought that's why it was loosened.

I don't want to continue to split hairs on this point. My comment
could be adjusted some, but I think in general the point I was trying
to make is still accurate.
