I do not think so.

In fact singing it as a requirement for joining teams makes me feel like 
it is a bureaucratic process rather than something we really believe in, 
as people will have to sign in despite if they share it or not.

For making the code more genuine, I would even put it in a wiki page. So 
the community could improve it themselves, even if it is with previous 
discussion.
