On the other hand, my experience has been quite the opposite.

Well, given that the teams actually have distinguishable names, it
doesn't look that much as an issue.

My team has plenty of people, and they are yearly asked to renew if
wanted 😊
So yes, if a team is only created for the shake (I don't know if this
expression is gang in English) it tends to rot. On the other hand, I
joined this team because I believe it has an important purpose.
You just need to make that purpose transparent, and that's all. No
further managements is needed, as people just came and do the thing on
their will.
