Recognising Ubuntu organisations

It seems to me that our existing boards and councils are ideally suited
for this kind of recognition. We could have a small number of
categories that correspond to them, and once a year those councils will
select a nominee who would then get a certificate or something. The
prize could go to an individual or team, so giving actual prizes may not
be possible.

Here are some suggestions for categories:

Community building - Given by the Community Council in recognition of a
contribution to growing, maintaining, or improving the Ubuntu Community

Local activities - Given by the LoCo Council in recognition of an event,
advocacy or project that benefits a local community.

Ubuntu Development - Given by core-devs or motu in recognition of
extraordinary contributions or significant improvements to Ubuntu
development

Ubuntu Support - Given by IRC, Forums and Docs team in recognition of a
contribution that significantly improves the support available to Ubuntu
users

Thoughts on others categories? We can always start small and grow the
list as we find the need. We could also provide official certificates to
each of the official flavors to award for significant contributions or
deployments of their version of Ubuntu. We might also want to consider
giving these out once per cycle rather than once per year.
