Ubuntu Governance Reboot: Five Proposals

About the bonus point, in Latin America UbuConLA is held every year. And
we're changing countries each year, to ensure most people can attend. If
people can do this over regions it would be awesome - we would only be
missing the in-person interaction with the rest of the world.
