Developments on the Ubuntu governance

I was the one making that announcement. Let me explain what I found out
once I was figuring what we would do with Unit193:
All things have a cycle. Everything has a beginning and an end. During that
period, resources are used on its max capacity to allow others to achieve
goals. And we believe that's what happened with the UBT.
After being dead for a while and several attempts to bring it back up, we
decided we would not continue since that cycle was already done and it was
also causing some confusion due to the naming that was set (helping
beginners using the OS vs. helping newcomers into the community).
If we take a look back, as Elfy said, many people who were in the team
ended up being great leaders and contributors in the community. Now several
resources are up and the path to contributing is way easier.
