Lack of Planning not Governance is the Problem

All,
Has anyone noticed that in some teams/topics, at the vUDS/UOS, that the
same problems and solutions are discussed every time? Has anyone
thought the problem is not within the lack of resources but something
else? Sure, we are lacking resources but I think I may know the source
of that problem.
Before I explain what is the problem and two possible solutions, I want
to clearly that is for the major teams within Ubuntu and it's flavors.
These are the teams that make Ubuntu and it's flavors possible. But
this can be applied to any team within the Community.
The problem that I'm seeing is that most of the teams (minus Ubuntu
GNOME) is that there is a lack of a plan that the teams can run by each
cycle. I noticed that in almost every vUDS/UOS, the almost the same
topics are discussed. Know why? Because nothing, in the previous
cycle, has been done.
What I think is a good solution to this is using a cycle assessment as
what the Ubuntu GNOME teams are using:

The idea behind this is, "at the beginning of each new cycle, to do a
full assessment for Ubuntu GNOME technical wise and community wise. This
is in short like a full report for the previous cycle. A report to
highlight our weak points, areas to be improved, achievements, future
plans, and so on" (from the page [1]). Based on that page, the teams of
Ubuntu GNOME started this idea for this cycle (15.04) and I think the
other flavors should also follow.
The other solution is that the Ubuntu Leadership team [2] with their
mentoring program[3], that will launch in late January/early Funerary,
could have cycle planning as one of the things that one can learn about.
Perhaps an article on it would be a good idea also.
