This file is missing EC2 AMIs for regions cn-north-1 and us-gov-west-1:

  http://cloud-images.ubuntu.com/query/utopic/server/released.current.txt

(as are the other releases, not specific to utopic).

Those regions are showing up here:

  http://cloud-images.ubuntu.com/locator/ec2/

but that's not very useful for programmatic access.
