[ubuntu-cloud] Latest Vagrant box for Ubuntu Precise again with kernel 3.2

Hi Ivan,
Actually, that is not a mistake. The 3.8 kernel has been deprecated in
favor of the 3.13 kernel. However, the VirtualBox DKMS modules do not
work with the 3.13 kernel. So the hard choice here is to either live
with an unsupported kernel, or revert back to the 3.2 kernel.
I would be interested in hearing feedback on which way to go -- either
sticking with the 3.8 kernel or downgrading the Vagrant images to the
3.2 kernel. Either way, I see some percentage of users being broken.
