[ubuntu-cloud] Potential issue identified in HPCloud (all regions)

The Ubuntu Cloud engineering team has been made aware of a potential issue by automated alarms which may affect all Ubuntu Cloud Images in HP Cloud (all regions).

Updates and software via the Ubuntu Archives for HPCloud are currently unavailable.
