[ubuntu-cloud] upstart trigger for cloud-init completion

In Ubuntu Maverick on EC2 I used to have an upstart job that was
triggered by:

  start on stopped cloud-run-user-script

This no longer works in Natty; the upstart job is never triggered.

What would be the equivalent trigger to run an upstart job after all of
the cloud-init stuff is complete?
