[ubuntu-cloud] Waiting for system credentials before proceeding with startup

I have the error "Waiting for system credentials before proceeding with
startup" at my CC.

Also all of the zones shows 000 as max resourses to allocate, then I
understand that NC are not propertly registered at CLC.

Where I may read about eucalyptus validation/announce proceedings?

Google has not help me about it:
