that all Node Controllers need virtualization technology extensions

Not sure what you are looking for here - live migration is a 
virtualization technology - UEC is cloud technology where a "live 
migration" scenario really does not fit inside one availability zone. If 
you are talking about "bursting" which involves scaling out, that is not 
available today, but under discussion at UDS Dallas.

All dependent on hardware - so far we have seen fairly substantial 
scaling reports

Anything which supports Ubuntu Server
