Can you please point me from the ML archives, where's these people who
was asking for help and got help refused? I haven't seen this behaviour
on this mailinglist. When people ask questions they got an answer even
directly to this mailinglist or directly contacted by someone to help
them.
As far as I know, when someone ask for a help and if it's too long to
explain/help him he'll be asked to join our IRC channel.
And yes, this list is normally used for communicating between our
community and not as official help as mentioned by Marcus.
