The membership policy was open since years, then they was a bug on
launchpad that change this policy. [1]

I'm not sure, I have read that they recommend for an approved team to
keep the policy moderated. (I really don't remember on which ML it was
announced).

Now if you think that the policy should change. I'll do it on 13th Oct,
like this if someone is against it he can manifest.
