[Ubuntu-ch] First path to a Swiss Portal

Hi all,

I did some heavy wiki editing today and came up with this example of
how an entrance page to the SwissTeam could look like:

The header layout was a bit tricky (never did CSS code before) and
this is of course a first draft, so I'm waiting for your feedback.

@Patrick and others interested in wiki and webpage work, consider this
a mock-up on how it could look like.
