My understanding of this is that there are now "accounts" that you can configure, ie social accounts usually, email addresses, Twitter, Facebook, etc.  I noticed this a few times as well.  I noticed it by being told that one of the accounts I had configured needed to be re-authorized to continue to be able to be accessed by Ubuntu.  Under the Gear/(user ? ) icon there is an option for setting up these accounts.  I would suggest either removing any previously configured accounts, if you don't want them, or re-login those accounts.

I just shut down and restarted and the message is gone, it appeared 3 times before, yesterday and this morning but not this time.

That doesn't sound right.  By "at start up" do you mean system boot or starting your browser?  Can you get a

screenshot of the message?
