There are some proprietary resume document formats that LibreOffice
can't open. I've looked at such files with a hex editor, and couldn't
find any text strings for easy extraction.
But, installing Windows won't fix that problem. You'll still need to
purchase the proprietary resume application to open, print or update
those documents. These are applications used by non-governmental
employment agencies (and maybe even government-run agencies); they're
intended for the creation and storage of thousands of resumes, so they
likely cost in the $hundreds or $thousands.
I couldn't believe that these agencies would give people resume
documents that they can't open, print, or update themselves.
