Sorry for the long delay!!!  I am retired and do travel!!!

 I have 2 machines  a 2 core and a 4 core AMDs both with Ubuntu 12.04

I also do dev. work for GNU-Octave.

on the 2 core machine I can compile and work on Octave with no problems. (
Octave is a Big open source and free project with many dependencies.)

on the 4 core machine it compiles ok and "make check" is good, but it will
not run Octave. ( it did in the past) So I have somehow introduced a
conflict. I have removed and reinstalled many of the dependencies and still
have no luck. I could go through all the different dependencies and compare
the 2 core versions to the 4 core versions, but then I thought I would move
to 14.04 first and see if that fixes it. There are some libraries and
software that have not been put into 12.04 that Octave uses. ( Mercurial
and tortoise are one example. )

So to answer your question there are newer versions of some software that
are needed but are difficult (not impossible  -- I have it working on the 2
core machine ) to get in 12.04.
