http://cluecan.ca/policy (AKA: linux.ca) is still around, if quieter than
the past.  Forums are still there for FLOSS folks wanting to discuss and
work on policy.   I'm always trying to get Canadians more involved in these
areas of policy, especially the technical community.   Much of the policy
is coming from non-technical people who are unaware of how the relevant
technology works, and thus what the actual impacts of the policy would be.

While not "organizations",  http://digital-copyright.ca and
http://GOSLINGcommunity.org are forums or "communities of interest" that
have ties.
