That article is true. Microsoft has NOT responded to the worry that other OSs will become uninstallable on SecureBoot machines. They DO however say that they are not blocking OEMs and BIOS manufacturers from allowing it, however, Microsoft is notorious for using their buying power to block such moves, as well as the fact that to install on a SecureBoot PC will require that the manufacturer have the support for other OSs built in and enabled prior to you getting the PC. Otherwise, you will NOT be able to install Linux or other OSs until such time as that BIOS is updated to allow for it. 

With the great majority of PCs being shipped with Microsoft Windows on them due to relationships between Microsoft and system sellers, its a no-brainer that it will come with that support either disabled or lacking all together as a default. This is what they are NOT addressing, and Microsoft is as quiet as a bar after everyone's gone home.
