Google Phones are from an American company. Google is 100 percent American-owned; using en-UK or en-CA would confuse the OS which expects en-US!
This is not a bug; this is a special feature designed to remind you that the problem you has is due to your misperception that anyother English is correct rather than the standard en-US!!
I guess this means "en-CA" mucked up the Google Phone.

Check your language settings.
Bizarrely, you have to set your language to US-English to get the phone
option.
I'm from the UK so switched mine to UK English because the US date format
was making my brain hurt -- took me a while to figure out why I'd lost the
phone.
