New Copyright law implications for DVD on Linux?

If you look at my clause-by-clause commentary at
http://billc32.ca/rwm-clause you will note that more than once I mention
that the drafters and most proponents of this policy lack the technical
knowledge to translate policy into real-world technology.  As I have spoken
with creator groups over the last 9 years it has been clear that their ideas
about TPMs come out of science-fiction and not science.

Note: I will be doing what I can to ensure the bill as modified at committee
won't make watching DVDs with vlc illegal, but it will be as the bill
currently reads.  You need to circumvent an access control TPM in order to
use software not authorized by he DVD CCA.

For some reason I think this bill was not even writen by someone that
is aware of the internet (makes me think of a trade mark claim where
the trade mark office can't  check on the internet for the presence of
a given name).
