New Copyright law implications for DVD on Linux?

Would this make DVD playback on linux illegal?

As dvdcss2 (also installed using libdvdread4) from Medibuntu would
probably qualify as "breaking" the DVD encryption lock.

If this is in fact the case, the Ubuntu/Linux communities in Canada
need to speak out!

Can someone confirm/deny my suspicion?
