10.10 and hplip-3-10.9

Well from what I am seeing it's compiling something written in c and python
o__O

That's basically how I problem solve dependencies(install, retry,see error
message, install more)

if hplip is in the repository, you can always do a

sudo apt-get build-dep [hplip_package_name_here]

and it will solve dependency issues for you
