At the risk of pointing out the obvious, why not use a USB Bluetooth
dongle for those situations where the buit-in one isn't working? One can
be had for about $15 CDN. One example is here:

The going rate for tech support (out here in Vancouver) is about
$40/half-hour, so in real terms the USB method is going to be cheaper.
Down the road perhaps your built-in Bluetooth chipset will work.

In an ideal world (one where hardware manufacturers design for
GNU/Linux, in a non-monopolistic setting) all built-in stuff should
work. We're not there yet, but simple workarounds exist until Ubuntu's
Bug#1 is fixed.
