That's about it.  You'll regain the bandwidth that you signed up for 
with Teksavvy. 

Bell isn't just throttling P2P connections (which are perfectly 
legitimate, as everyone who has torrented an Ubuntu .ISO knows), but 
Bell is also throttling VPN connections.  That severely interferes with 
my ability to do off-site work for clients.

Teksavvy is discussing options to provide MLPPP as a supported service. 
Sadly, they need to charge for MLPPP, but are planning to offer a bundle 
of MLPPP, Static IP and Usenet Binary access for one monthly fee of

Of course, unless the CRTC intervenes, there's nothing to stop Bell from 
throttling MLPPP traffic as well, and also imposing Usage Based Billing 
(UBB) on third-party ISP customers.  Essentially this means a cap of 60 
GBytes data transfer per month, with an overage charge of $1.75/GByte up 
to $22.50, and an additional $0.75/GByte for usage over 300 GBytes. 

These charges are levied by Bell, not third-party ISPs, although the 
third-party ISPs will likely pass it on to their customers.

Bell had said they were implementing UBB on 1 May, but I haven't heard 
whether they've actually done so.
