Hi Doug,

do you have the private key as well as the public key block?

If you only have the public key block, you can't decrypt the message.

If you have the private key as well, you need to do the following:

gpg -d filename

but note that your gpgkey must be in the default location in .gnupg/ - I 
couldn't figure out how to specify an alternate location for it.
