White Space Spectrum

I just found out that FCC has approved the usage of TV "white space" spectrum to unlicensed devices. (call me slow) . Is anyone following this? 

As soon as I finished reading the article I already had about a million questions in my head.

Here's 4 of them if someone knows the answer!! ;-p

- What kind of devices will be used?
- Will this be for home usage only?
- Is there a possibility that this might be used at some point for free Internet access? (http://wirelesstoronto.ca/)
- What transfer speed it the spectrum rated?
