I'm not familiar with kubuntu specifically but I believe the first 7
items listed in that page can be replaced with a visit to
http://localhost:631 and by clicking on the Administration tab.

Enable "Share published printers connected to this system" and the
sub-item "Allow printing from the Internet". Then click on "Change
settings." Your Windows PCs should be able to see the localhost's
printer(s) now.
