contact management tools, ideas

Any suggestions for the bellow, 
 
1) I want to have contact management solution that allows me to search my contacts based on tags.
 
 
2) I would also like to control access to my contacts based on tags. Such as restrict access to contacts marked as personal to my close friends/family, company A to company A, B but not C,  or confidential to myself only.
 
 
 
The first point is required the second point would really really nice to have.
