Looks like it means,

If you see a page in https://help.ubuntu.com/community/UserDocumentation
And
That page also is listed in https://help.ubuntu.com/community/CategoryCleanup
Then
Don't create links to it since it hasn't been reviewed.

The example given of the page "Multimedia" didn't make sense to me
since that page (Multimedia) doesn't exist in CategoryCleanup.

At least that's what I read from that bullet.
