Failed report

Hi Everyone,
Installed Gutsy,and having a problem with programs.
When I go to add and remove it says "Failed to check for installed and available applications". Goes on to say check for broken packages with Synaptic.When Synaptic opens it says go to repository dialog to correct problem E:_cache->open( ) failed.
Does anyone know what this means? How do I get to repository dialog?
