I would either start with Server or Edubuntu.  Ubuntu Server will take
care of the file server, print server, apache, sql, etc. nice and
easily, while an Edubuntu setup would take care of centralized
logins.  You could easily add the central authentication on top of a
server setup I'd think.  After that, it's just a matter of folder
ownership and permissions for  the work submission and evaluation stuff.

As far as the online tutoring system, could you provide some more
information on how you would like this to work?  It would be trivial
to set up either an IRC or Jabber server for simple live chat stuff,
but maybe you had something like online forums in mind as well.  For
the latter, you could use something like phpBB or Drupal, where Drupal
could also be used for certain kinds of assignment submission and
group projects, which may be of interest to you.
