Some times people use CC:  to write to a list.. or even BCC (although 
most public lists won't accept that). That "Reply-to-all" button does 
not behave the same for everyone :)

The order of filters matters too. I guess I got used to it and 
Thunderbird allows for this. I think Gmail can do that too.

You may want to check a longer discussion on this when *I* asked for the 
same on the GnuPG mailing list a few years back :)
