www.ubuntu-ca.org problems with server

The problem was (a) the executable index.html file (please don't do that)
and (b) a pyblosxom problem which interfered with the server update I
did last week, which was to run suexec and to insist on proper user IDs
for the hosted pages.

I had to change it to use index.cgi instead, and I've changed all the
URLs pointing to index.html to just use "http://ubuntu-ca.org/".

Everything should work again; if not, I'll be happy to help.
