[Bug 1881843] [NEW] gstreamer1.0-plugins-ugly is in recommends of libbrasero-media3-1

Public bug reported:

On bionic, it's in 'Suggests', but on focal it moved into 'Recommends',
so it will be installed in OEM project. May I know the reason, and could
we put it back into 'Suggests'? Thanks!
