[Bug 1170919] [NEW] Speed setting has no effect on BD media

Public bug reported:

The speed setting has no effect when writing BD media with libburn < 1.2.6. Therefore I had massive buffer underruns throughout the whole burning process. I wanted to write 4x but instead it was burnt at the burners maximum speed 12x.

I have packages 1.2.8 myself and it works flawlessly for me. It is
