I have this trouble too. I'm running Ubuntu 10.10 to burn a dvd+rw and brasero burns it at 4.0x instead of the settings of 2.4x.
Notice that we shouldn't have this trouble have been solved in bug #177124 (but apparently this is not really fixed).
