ffmpeg -formats | grep mpeg

gives something like:

If that's the case, please rebuild your gstreamer-registry with

rm $HOME/.gstreamer0.10/*.bin
gst-inspect0.10

After that, please run

gst-inspect0.10 | grep mpeg2

and check that there is

ffmpeg:  ffenc_mpeg2video: FFMPEG MPEG-2 video encoder

mentioned.
