[Bug 249642] [NEW] Missing suggested/recommended package

Public bug reported:

The k3b program looks for and uses "transcode" if it is found, I've
attached a screenshot of this. The transcode program is available in the
package "transcode", but the k3b package neither suggests or recommends
this package.
