[Bug 111797] libflac++5c2 to libflac++5 transition

Public bug reported:

The flac library has been synchronised with Debian for the Gutsy Gibbon
development environment.  As a result, the package no longer provides
the libflac++5c2 binary, instead providing libflac++5.  Several packages
that depend on libflac++5c2 need to be rebuilt to use the updated
library.
