Actually, this bug can be closed now.  There is a different place
where one can specify to be left alone when a Blank CD or DVD is
inserted.  It's in System -> Preferences -> Removable Drives and Media
-> "Storage" Tab -> Under "Blank CD and DVD Discs", you can uncheck
"Burn a CD or DVD when a blank disc is inserted".

Having said that, there is still sort of a bug there: I am not able to
use the "Command for Audio CDs" and "Command for Data CDs" options
just below that to launch K3B properly, even though K3B is in my path,
or even if I put in the full pathname to the K3B executable.
